Diagnose: 2–4 weeks. Operate: ongoing (3-month minimum). Track: continuous from Phase 02 forward. Expand: continuous from month 6+ forward. The phases overlap — once Operate begins, Track is running in parallel. But each phase doesn't BEGIN until the prior one has delivered.

Audits from agencies we don't know carry assumptions we can't validate. Our diagnosis is faster than starting from scratch (we'll incorporate prior data), but it's not skipped.
